YouTube doesn't let apps do these two, so they're done by hand, about half a minute each.
Set the thumbnail, in the YouTube app: open the Short, tap Edit, then the thumbnail, and pick the very first frame. Pit Crew put the thumbnail there. (Partner Program channels can instead use Download thumbnail and upload it in Studio.)
Link the full video, in YouTube Studio: click Open in Studio, find Related video, and choose your full video. Copy video title puts its name on your clipboard so you can paste it into the search there. It then shows as a tappable link under the Short. (The link in the description can't be tapped on Shorts; the @mention of your channel can.)
Pit Crew also set the thumbnail for search, the home page and subscriptions. If a Short says YouTube didn't take it, the channel usually isn't phone-verified yet. That takes a minute at youtube.com/verify.
infoIf your Google project hasn't passed YouTube's API audit yet, YouTube keeps these uploads private. Open each one in YouTube Studio to set it public or scheduled.
